AdSense Spammers #1 through #13 Revisited

I went through what happened with some of the old AdSense spammers I've reported here starting from the beginning. It turns out #7 and #10 are special cases known as "Big Fish" and "Bigger Fish" respective and needs to be looked at separately. Here are all other AdSense funded spammers and where they stand. It turns out only few of the AdSense accounts are really no longer active.

I also found something rather strange going on with AdSense ads on some of the reported splogs. When looking at AdSense spammers #20 through #25, the AdSense ads on them have stopped showing up on them which leads me to think spammer's AdSense account is dead. Well, so I thought but it turns out it isn't so. Here is one of the splog from AdSense spammer #25. As you can see the AdSense ads no longer appears. However, when I go to one of the site like this, AdSense ad is still there. What is going on here? It appears Google has selectively disabled AdSense ads on blogspot.com domain but didn't really do anything about the account itself. Why is Google doing this? Why is Google bending over backwards in effort to have a business relationship with these spammers?
